It would seem that some shadow approval would have had to been given for Musk to have proceeded so far. When I first was aware of Musk's Space X company, more than several years ago now, I was struck by the question, "how can a private individual/company do this"? With China developing spy satellites, what happens if Musk and China have an 'altercation' in space? What happens if the equipment collides? As the saying goes, "the known unknowns."
